Overview

About this programme

This advanced course provides specialized training on logistics security and risk management for oil and gas operations, particularly in high-threat and remote environments. Participants will learn to assess security risks, protect supply chain assets (pipelines, tankers, trucks, warehouses), manage convoy security, and respond to security incidents including theft, sabotage, and kidnapping.

Who Should Attend:

  • Logistics Security Managers

  • Supply Chain Risk Managers

  • Oil and Gas Operations Managers in High-Risk Regions

  • Security Coordinators and Crisis Management Teams

Learning outcomes

What you'll walk away with

  • Assess security risks to oil and gas supply chains and logistics assets.

  • Implement security measures for pipelines, tankers, trucks, and warehouses.

  • Manage secure transport and convoy operations in high-threat areas.

  • Respond to security incidents including theft, sabotage, and kidnapping.

Course modules

What we cover, module by module

Module 1: Security Threats to Oil and Gas Logistics

  • Types of threats: theft (product and equipment), sabotage, kidnapping, extortion, piracy, and cyberattacks.

  • High-risk geographies: conflict zones, piracy hotspots, and areas with organized crime.

  • Vulnerable assets: pipelines, tankers, trucks, supply bases, and remote warehouses.

  • Case Study/Hands-on Exercise: Analyze a security incident (e.g., pipeline sabotage or oil theft) and identify the vulnerabilities exploited.

Module 2: Security Risk Assessment for Logistics

  • Security risk assessment (SRA) for supply chain assets and routes.

  • Threat analysis, vulnerability assessment, and consequence evaluation.

  • Security risk matrices and prioritization.

  • Case Study/Hands-on Exercise: Conduct a security risk assessment for a 200km pipeline route through a region with a history of vandalism and theft.

Module 3: Pipeline Security and Monitoring

  • Pipeline patrolling: foot, vehicle, and aerial surveillance.

  • Leak detection as theft detection (volume balancing, pressure monitoring).

  • Security technologies: CCTV, fiber-optic intrusion detection, and drones.

  • Case Study/Hands-on Exercise: Design a pipeline security monitoring plan for a remote 100km segment, including patrolling frequency, sensor placement, and rapid response.

Module 4: Tanker and Maritime Logistics Security

  • Piracy risk assessment and transit corridor compliance.

  • Security measures: citadels, razor wire, water cannons, and embarked security teams.

  • Best management practices (BMP) for high-risk areas (e.g., Gulf of Guinea, Red Sea).

  • Case Study/Hands-on Exercise: Develop a vessel security plan for a crude oil tanker transiting a piracy-prone area, including embarkation of armed guards and safe room procedures.

Module 5: Truck and Road Transport Security

  • Secure vehicle design, tracking (GPS), and tamper-proof seals.

  • Journey management plans, checkpoints, and armed escorts.

  • Driver security training and emergency procedures.

  • Case Study/Hands-on Exercise: Develop a secure road transport plan for a fuel convoy through a high-risk area, including route selection, convoy composition, and emergency contingencies.

Module 6: Warehouse and Supply Base Security

  • Perimeter security: fencing, lighting, access control, and guard force.

  • Internal security: CCTV, inventory tracking, and employee screening.

  • Security for high-value items (drill bits, sensitive electronics, wellhead equipment).

  • Case Study/Hands-on Exercise: Design a physical security upgrade for a remote supply base experiencing frequent thefts, including cost-benefit analysis of options.

Module 7: Security for Remote Field Operations

  • Camp security: perimeter, vehicle barriers, guard posts, and access.

  • Man-down alarms, duress alarms, and secure communications.

  • Helicopter landing site security.

  • Case Study/Hands-on Exercise: Develop a security plan for a remote drilling camp in a hostile environment, including access control, surveillance, and emergency evacuation.

Module 8: Kidnapping, Extortion, and Hostage Management

  • Kidnapping risk assessment and mitigation for personnel and families.

  • Journey management and low-profile travel.

  • Hostage crisis management: negotiation, communication, and recovery.

  • Case Study/Hands-on Exercise: Simulate a kidnapping incident involving a logistics manager. Lead the crisis team through initial response, communication with family, and coordination with authorities.

Module 9: Cargo Theft Prevention and Product Security

  • Product theft methods: pipeline tapping, tanker overloading, meter tampering, and document fraud.

  • Supply chain integrity: seals, GPS tracking, volume reconciliation, and surprise audits.

  • Intelligence and information sharing with law enforcement.

  • Case Study/Hands-on Exercise: Analyze a cargo theft pattern from a terminal (e.g., quantity discrepancies), identify the likely method, and propose countermeasures.

Module 10: Crisis Management and Business Continuity

  • Crisis management team (CMT) activation and roles.

  • Business continuity planning for logistics disruptions (theft, sabotage, civil unrest).

  • Post-incident recovery and supply chain reconstitution.

  • Case Study/Hands-on Exercise: Develop a business continuity plan for a logistics operation in a region prone to civil unrest, including alternate routes, stockpiles, and security escalation.
