About this programme

This intermediate course provides comprehensive training on Community-Based Disaster Risk Reduction (CBDRR), which empowers communities to assess, manage, and reduce their disaster risks. Participants will learn to facilitate community risk assessments, design and implement CBDRR action plans, link community-level efforts with government systems, and build community resilience.

  • Key frameworks: Hyogo Framework, Sendai Framework, and community resilience.

  • Case Study/Hands-on Exercise: Analyze a successful CBDRR program, identifying the role of community participation, local knowledge, and government linkage.

Module 2: Participatory Risk Assessment

  • Participatory methods: hazard mapping, transect walks, seasonal calendars, and vulnerability matrices.

  • Identifying hazards, vulnerabilities, capacities, and risks.

  • Engaging women, youth, older persons, and persons with disabilities.

  • Case Study/Hands-on Exercise: Facilitate a simulated participatory hazard mapping exercise for a community, identifying hazards, vulnerable areas, and existing capacities.

Module 3: CBDRR Action Planning

  • Translating risk assessment findings into action priorities.

  • Developing community disaster risk reduction action plans.

  • Integrating structural (e.g., drainage, retaining walls) and non-structural (e.g., awareness, early warning) measures.

  • Case Study/Hands-on Exercise: Develop a CBDRR action plan for a flood-prone community, including priority activities, timelines, resources, and community roles.

Module 4: Early Warning Systems and Community Preparedness

  • Community-based early warning systems: monitoring, communication, and response.

  • Developing community contingency plans and evacuation drills.

  • Stockpiling and prepositioning at community level.

  • Case Study/Hands-on Exercise: Design a community-based early warning system for a cyclone-prone coastal community, including monitoring roles, communication channels, and evacuation procedures.

Module 5: Linking CBDRR to Government and Monitoring

  • Linking community plans to local government disaster risk reduction plans.

  • Advocacy for government resources and support.

  • Monitoring and evaluation of CBDRR: process and outcome indicators.

  • Case Study/Hands-on Exercise: Develop a CBDRR monitoring framework, including community-led indicators and a plan for linking with local government reporting systems.
