About this programme

This intermediate course equips humanitarian professionals with the frameworks and tools to develop and implement effective disaster preparedness and emergency response plans. Participants will learn risk assessment methodologies, early warning systems, contingency planning, and the coordination mechanisms required to mount a rapid, effective response when disasters strike.

  • Developing response plans for multiple disaster scenarios.

  • Resource mapping and pre-positioning strategies.

  • Case Study/Hands-on Exercise: Develop a contingency plan for a potential flood disaster, including scenario definition, trigger mechanisms, resource requirements, and activation procedures.

Module 3: Early Warning Systems and Preparedness Metrics

  • Components of effective early warning systems: risk knowledge, monitoring, warning communication, and response capability.

  • Preparedness indicators and readiness tracking.

  • Community-based early warning and public awareness.

  • Case Study/Hands-on Exercise: Design an early warning system for a cyclone-prone coastal community, including monitoring sources, communication channels, and evacuation protocols.

Module 4: Emergency Response Activation and Coordination

  • Activation procedures: decision-making, roles, and responsibilities.

  • Humanitarian coordination architecture: cluster system, OCHA, and sectoral leads.

  • Managing the first 72 hours: rapid assessment, initial response, and resource mobilization.

  • Case Study/Hands-on Exercise: Simulate an emergency response activation following an earthquake, including assessment team deployment, coordination call setup, and initial resource allocation.

Module 5: Preparedness Training, Simulation, and Continuous Improvement

  • Designing and conducting preparedness drills and simulation exercises.

  • After-action reviews and lessons learned processes.

  • Building a culture of preparedness within organizations and communities.

  • Case Study/Hands-on Exercise: Design a tabletop simulation exercise for an NGO's country team to test their contingency plan for a sudden population displacement.
