About this programme

This intermediate course provides specialized training on food security and livelihoods (FSL) programming in humanitarian contexts. Participants will learn to assess food insecurity, design appropriate interventions (food assistance, cash, agriculture, livestock), and support livelihood recovery for crisis-affected populations.

Module 1: Food Security and Livelihoods Fundamentals

  • Defining food security: availability, access, utilization, and stability.

  • Livelihoods frameworks: assets, strategies, and outcomes.

  • Key FSL actors: WFP, FAO, and FSL cluster.

  • Case Study/Hands-on Exercise: Analyze a food security crisis using the four dimensions of food security, identifying the primary constraints in each dimension.

Module 2: Food Security Assessment and Analysis

  • Assessment tools: IPC (Integrated Food Security Phase Classification), CFSAM, and HEAS.

  • Household economy approaches and coping strategies analysis.

  • Nutrition surveys and their link to food security.

  • Case Study/Hands-on Exercise: Interpret an IPC analysis for a geographic area, identifying the phase classification, key drivers, and priority response recommendations.

Module 3: Food Assistance Modalities

  • In-kind food assistance: commodities, fortified foods, and ready-to-use foods.

  • Cash and voucher assistance (CVA) for food security.

  • School feeding and blanket supplementary feeding programs.

  • Case Study/Hands-on Exercise: Compare the appropriateness of in-kind food, cash, and vouchers for a given food security context, considering market access, protection, and logistics.

Module 4: Agricultural and Livelihoods Support

  • Crop production support: seeds, tools, and training.

  • Livestock interventions: restocking, veterinary care, and feed.

  • Skills training, business grants, and market linkage support.

  • Case Study/Hands-on Exercise: Design an agricultural livelihoods recovery program for a community recovering from drought, including seed distribution, training, and market support.

Module 5: FSL Program Management, Monitoring, and Coordination

  • FSL program cycle: design, implementation, monitoring, and adaptation.

  • Key FSL indicators: food consumption score (FCS), reduced coping strategies index (rCSI), and livelihood diversification.

  • Coordination with nutrition, WASH, and protection clusters.

  • Case Study/Hands-on Exercise: Develop an FSL monitoring plan, including post-distribution monitoring for food assistance, crop yield measurement, and livelihoods outcome tracking.
