About this programme

This intermediate course provides comprehensive training on Monitoring, Evaluation, Accountability, and Learning (MEAL) systems specifically for NGO and humanitarian programs.   • Case Study/Hands-on Exercise: Analyze a program where weak MEAL led to poor outcomes, identifying specific MEAL gaps and their consequences.

Module 2: Monitoring Systems and Indicator Tracking

  • Developing performance monitoring plans (PMP) and indicator trackers.

  • Routine data collection: sources, frequency, and responsibilities.

  • Data quality assurance (DQA) and verification.

  • Case Study/Hands-on Exercise: Design a performance monitoring plan for a humanitarian program, including indicators, data sources, collection frequency, and responsible staff.

Module 3: Evaluation Methodologies

  • Types of evaluation: baseline, midline, endline, real-time, and impact evaluation.

  • Evaluation designs: quasi-experimental, non-experimental, and participatory.

  • Selecting evaluation methods for different program contexts.

  • Case Study/Hands-on Exercise: Develop an evaluation framework for a program, including evaluation questions, methodology selection, and sampling approach.

Module 4: Accountability and Feedback Mechanisms

  • Designing community feedback and complaints mechanisms.

  • Managing and responding to feedback and complaints ethically.

  • Integrating accountability into program implementation.

  • Case Study/Hands-on Exercise: Design a multi-channel feedback mechanism for a humanitarian program, including hotline, suggestion boxes, and community meetings, with a clear response flowchart.

Module 5: Learning, Adaptation, and Reporting

  • Facilitating learning reviews, after-action reviews, and lessons learned workshops.

  • Using MEAL data for adaptive management and program improvement.

  • Writing MEAL reports for internal and external audiences (donors, stakeholders).

  • Case Study/Hands-on Exercise: Analyze a set of MEAL data, identify three key lessons, and develop a learning brief with recommendations for program adaptation.
